With "little to no value" or "no relevant" content means that the content of your blog does not offer any value to advertisers. Lets say your blog is about History, there are chances that your blog might get rejected because why an advertiser will be interested to display its ads on such blog. Most of the advertisers prefer technology, news, fashion, travel, blogging, how to, marketing, sports, education, business blogs etc.
You don’t have enough content on your website. You blog does not have enough content means your blog doesn't have enough posts or articles.
Your textual content is little and it is mostly comprised of images, flash and videos.
Important pages are missing or not been created like Privacy Policy, Disclaimer, About Us, Contact Us etc.
